Subclass 491 — Skilled Work Regional (Provisional)

The Subclass 491 Skilled Work Regional (Provisional) visa is a five-year provisional visa that lets you live, work, and study in designated regional areas of Australia. After three years of meeting the visa conditions you can apply for permanent residence via the Subclass 191 visa.

Designated regional areas

Almost all of Australia is classified as "regional" for migration purposes — the only excluded zones are Sydney, Melbourne, and Brisbane. Cities including Perth, Adelaide, Canberra, Darwin, Hobart, Newcastle, Wollongong, the Gold Coast, and the Sunshine Coast are all designated regional. This is a meaningful advantage for graduates of universities in those cities.

Eligibility

  • Nominated by an Australian state or territory, or sponsored by an eligible relative living in regional Australia.
  • Submitted an Expression of Interest in SkillSelect.
  • Nominated occupation on the Skilled Occupation List.
  • Successful skills assessment from the relevant assessing authority.
  • Competent English (typically IELTS 6.0 across all bands) or higher.
  • Under 45 at time of invitation.
  • Score 65+ in the points test (boosted by the 491-specific 15-point regional bonus).

Pathway to permanent residence

Subclass 491 holders who live, work, and stay in a designated regional area for three years can apply for the Subclass 191 Permanent Residence (Skilled Regional) visa. This is one of the most accessible PR pathways for international graduates.

Studying at a university in a designated regional city — Adelaide, Perth, Canberra, Hobart, Darwin, the Gold Coast — gives you the regional credentials that make a 491 nomination far more achievable. The 491 → 191 sequence is one of the cleanest paths from study to PR.
